Wilful Blindness
Here is an excellent and hard-hitting piece in Outlook written by Ajai Sahni, who attended our workshop in Delhi. Mr. Sahni is the Executive Director at the organization run by K.P.S Gill. Mr. Gill is following through on the firm stance he took during the media workshop. Visalandhra Mahasabha is gateful to him for the patriotic position he has taken on this difficult national issue.

The situation in Andhra Pradesh, with particular regard to the Telangana region, exemplifies the political myopia, folly, and sheer mischief that have undermined counter-insurgency gains in many theatres across India

Political myopia, folly, and sheer mischief have undermined counter-insurgency gains in many theatres across India, making a mockery of the tremendous sacrifices Security Forces (SFs) must accept to secure even limited successes. Unfortunately, there is no indication that the political leadership in this country has learned anything from the past, or that its wilful blindness and disruptive opportunism are yielding to any greater sagacity or concern for the national interest.

The situation in Andhra Pradesh, with particular regard to the Telangana region, is an immediate case in point. Over the past years, the Andhra Pradesh Police has struggled against great odds, and at great cost in blood, to bring a rampaging Maoist movement under control.

The Telangana region has always been at the heart of the Maoist insurrection, but by 2005, each one of Andhra Pradesh’s 23 Districts was in the Maoist-affected category. The situation had been substantially worsened by the ill-advised deal between the Congress Party and the Maoists in the run-up to the 2004 elections, and the ‘ceasefire’ that the new Congress regime unilaterally announced in one of its first moves after its electoral victory. Despite significant and further Maoist consolidation, however, the Andhra Pradesh Police were able to fight back after the breakdown of the so-called ‘peace process’ in early 2005, and by 2007, almost the entire State had been cleared of the Maoist menace.

Fatalities in Maoist related violence provide an index of the astonishing turnaround that was achieved in this short while. According to the South Asia Terrorism Portal, in 2005, there were 320 Maoist related fatalities (132 civilians, 21 SF personnel, 167 Maoists); 2010 saw just 33 such fatalities (17 civilians, 16 Maoists). To date, there have been just 4 fatalities in 2011 (2 civilians and 2 Maoists). There have been no SF fatalities since 2009.

The Maoists made a concerted attempt to regroup in the Nalamalla Forest area in Central Andhra, and in the Telangana region, in 2010, but their attempts were quickly neutralised with the arrest or killing of their leadership cadres, forcing them out of the State once again.

A residual problem of sporadic violence, essentially by armed groups located across the border, principally in Odisha and Chhattisgarh, persists in eight border Districts of Andhra Pradesh. However, even this has been substantially handled with effective coordination with SFs in these States, and in Joint Operations. Today, the Maoist operational capabilities in Andhra are minimal.

The Maoists have also been increasingly aware that the improving social and economic profile of populations in the region no longer lends itself to their patterns of mobilisation and recruitment. The socio-economic transformation of the Telangana region has been elaborately documented by the Justice B.N. Srikrishna Committee, which has debunked the entire ‘separatist’ argument on grounds of economic neglect and backwardness. It is not the intention, here, to review the Srikrishna Report. However, the extensive indices of human and economic development compiled, demonstrate the most dramatic improvements in the Telangana region, and force the Committee to the conclusion that, “In recent years… the shares of Telangana for many common development parameters are in league with the share of population / area, often being higher… Additionally, the rate of growth of most of the parameters of development has shown robust growth in Telangana… Thus, on the whole, it would appear that the deprived region is Rayalaseema not Telangana.”

The Srikrishna Report has, of course, been accused of bias and political prejudice by the votaries of a separate Telangana, which is why the Maoist perspective becomes the more significant. Indeed, in their Social Investigation of North Telangana: Case Study of Warangal, probably drafted towards the end of 2001 or early 2002, the Maoists concede that a wide range of social, political and economic transformations in the region have made recruitment difficult, and popular cooperation with the Police far more frequent, undermining the very possibility of effective Maoist mobilization. The tone of much of this document verges on the comical, as there is constant lamentation over precisely these improvements, and the impact they have had on the ‘revolutionary potential’ in what was, for decades, the Maoist heartland. A few samples are instructive:

Now the governments are starting "Akshara deepika", Malli badiki", "Chaduvula panduga" (education programmes), education for child labourers, thievish audio visual educations, bridge schools to educate the peasantry and make them buy their goods. It is only to transform the people as "market being". Earlier, farmers never had anything to eat when they go to the market. They used to go without even brushing their teeth. Now they go to the hotels. They also have to watch the imperialist's TV. So they have to go by bus…

Telephones are also brought along with this. The middle class is opposing the blasting of the (telephone) exchanges. The increased communication network facilitated the enemy to receive our information soon…

The roads in remote rural areas of the district have become tar roads… There is almost no village without RTC buses in the summer season… Two wheelers have become a common feature in majority of the villages in the district ranging from scooter to spider, Hero Honda, Bajaj, Chetak, Kavasaki… In addition to these each mandal (administrative block) has at least 40 tractors, each village has 4 to 5 jeeps. Six seater autos, Matadors and Tata Sumos are in big number… Now if a squad member goes to the village for food and it is exposed, the police from the nearby station can encircle us within one hour. We are unable to identify who leaked the information. Information can also be sent through phones…

Twenty years back, apart from the district collectorate in Warangal district there were two RDO (Rural Development Officer) offices in Mulugu and Mehaboobabad… Now there are revenue offices to each mandal and agriculture and education departments, now the Janagama, Narsampeta and Warangal Revenue Divisions are established. There are 6 RDO offices in the district. Administration is decentralised and bureaucrats (employed section) and administrative departments (political and ruling class) have developed in a big way…

The women are gaining political consciousness by knowing the bourgeois political society mainly through the TV. Because of the schools, participating in development activities taken up by the various organisations, they are increasingly coming out of the houses. Number of girl students is increased. The number of those who go around the offices also increased to 5 or 10 in each village…

The impact of cricketisation and gutka (a mild stimulant containing areca nut and tobacco) is high. Due to the imperialist culture 40 per cent of our youth are away from our activities. In 1980s there was no Television even radio was seen only in middle class families. Now cassette recorders and decks become a normal feature… Cricket, volleyball, carom board, chess, ball badminton and kabaddi are played. Every village has cricket and volleyball.

This, precisely, is what makes the separatist movement in Telangana integral to Maoist designs in the region. The only possibility of the recovery of Maoist influence and dominance in Andhra Pradesh is envisaged through the Telangana agitation. Significantly, a detailed plan to encourage such separatism was drawn up in the Fourth North Telangana Special Zonal Committee Meeting of the People's War Group (PWG, now CPI-Maoist) in 1997, where it was concluded that, "when it comes to separate Telangana issue, it cannot be entrusted to others" and that "It is not proper to say that only constitutional means would be adopted." Indeed, in the PWG's State Conference in 1995, a resolution had already been passed to start an agitation for the formation of a separate Telangana. What we are seeing in the Telangana region today is a slow and systematic unfolding of the Maoist plan for a sundering of the State, through various proxies, in order to restore their own disruptive dominance.

All the formations currently spearheading the separatist movement, including the Telangana Rashtra Samiti (TRS) and the Telangana Praja Front (TPF), have a large representation of ex-Maoist cadres and leaders, and have synchronised their campaigns with various Maoist directives on the issue.

The observations of the Sri Krishna Report in this regard, in its 'secret' Chapter 8, are significant:

  • With the bifurcation of the state and Hyderabad in Telangana region, incidents of agitations, dharnas and even violence, are expected. This may result in flight of capital, stagnant growth and disincentive for entrepreneurs, leading to slow down of economic activity.
  • The Maoists are also likely to gain by the creation of a new state. The new state is likely to be soft towards them initially, given that they have over the years supported the struggle for the formation of Telangana. By the time the state realizes the Maoist menace, it may be too late for the state to handle them with a bifurcated police force contributing to a weaker response to the problem. The CPI (Maoist) will also use political boundaries of state and districts, to their advantage. It is not without reason that most of the Maoist zones, sub- zones etc., straddle state and district boundaries.
  • Telangana is also contiguous with other highly affected Maoist areas viz., Chhattisgarh and Maharashtra States. As such it is likely that the Maoists will extend their activities from these neighbouring states to Telangana, especially the districts of Adilabad, Karimnagar, Warangal, Khammam, parts of Nizamabad and Medak in north Telangana and Mahboobnagar and Nalgonda in south Telangana. It is important to note that it is not entirely a coincidence that the increased spread of Maoist violence in Chhattisgarh and Jharkhand, has been after the creation of these states. Increase in poverty which is a natural corollary to a slowdown in economic activity, will drive more people into the arms of the CPI ( Maoist). This may again lead to a vicious cycle of Naxalism, leading to less of economic activity and greater impoverishment, which may provide fillip to left wing extremism.
  • An important development that has to be noted is that after K. Chandra Shekar Rao gave up his fasting protest on 30.11.2009, Gaddar organized wide spread protests and later the top leadership of Maoists including Kishanji @ Mallojula Koteshwar have organized various protests programs through students of Osmania University and other universities of Telangana. Thus, while the student's involvement in the Telangana agitation became very intense due to the encouragement of the local committees of the Maoists, Telangana Rashtra Samithi was also forced to utilize simmering sentiment in the students. When the intensity of the agitation by TRS started ebbing down, Gaddar floated a new front called Telangana Praja Front (TPF) on the instructions of the underground cadre of the Maoists to sustain agitation for a very prolonged duration. This front, which is totally Maoist backed and motivated, tried to project itself as an alternate to KCR and TRS. Thus, the Maoists are trying to make a come back through the Telangana agitation. The impact of possible growth of Maoist/ Naxal influence in Telangana has to be evaluated in the right perspective keeping in mind that a large number of important and sensitive industries are located in and around Hyderabad.

It is unfortunately the case that the Centre’s policies and pronouncements, and especially the December 9, 2010, announcement of an imminent division of Andhra Pradesh by Union Home Minister P. Chidambaram, have inflamed the agitators further. The resignation of Members of the Legislative Assembly (MLAs) and Members of Parliament (MPs) from the Telangana region since July 4, 2011, can only worsen the situation. The problem has been aggravated significantly by the succession war within the Congress Party after the death of Chief Minister YSR Reddy in a helicopter accident in September 2009, and the claims of his son, Jagan Reddy, with his breakaway YSR Party.

All parties and groups opposed to state division have been intimidated by the threat of a violent backlash to maintain their silence. Some political formations have opportunistically changed their positions, sensing some electoral advantage in the Telangana region by shifting from an integrationist to a separatist position.

There is a grave and imminent danger of a Maoist revival in the Telangana region if a separate State is created there. Indeed, the increasing chaos of the Telangana agitation has already created new spaces for Maoist revival and consolidation, though the operation of armed cadres is still being effectively contained by the Police. The rising apprehensions and potential backlash in the coastal Andhra and Rayalaseema regions can only widen such spaces. The Maoist leadership and cadres from this State have played – and continue to play – a historically pivotal role in the armed insurrection across all affected areas of the country. A Maoist revival in Andhra Pradesh will not only wipe out hard-won gains in Telangana and in the wider State; it would have disastrous consequences for the Maoist ‘red corridor’ States, and for the internal security situation in India at large.

'The Maoists behind the whole movement', wasn't it obvious to any neutral observer? Even many Telangana natives agree with this assessment in private discussions. The problem is they are intimidated and scared to say it out loud in the public.

KPS Gill a convict, strip him of Padma Shri: Rupan Deol

TIMES NEWS NETWORK & AGENCIES Jan 6, 2010, 02.37am IST

CHANDIGARH: Calling former Punjab DGP K P S Gill a convict, ex-IAS officer Rupan Deol Bajaj, who fought a case of sexual harassment against the top cop, said on Tuesday that Gill didn't deserve the Padma Shri the government gave him and that it should be withdrawn.
Bajaj's call came a day after the Union government decided to withdraw former Haryana DGP S P S Rathore's police medal after he was convicted of molesting Ruchika Girhotra. Talking to TOI, Rupan said,
"Gill was convicted of sexual harassment charges by the Supreme Court and it's high time the government withdrew the Padma Shri award it gave him."

  5. Kiran says:

What is new in this? The whole drama has been scripted by Maoist leadership who are largely from coastal andhra. Some brainless t idiots started dripping saliva at the prospect of hyd all to their own. Another brainless set in hyderabad who used to shout "jai shri ram"…found "jai telangana" just as emotional to stupefy them. Result is this dunghill called telangana movement and the dung worms like UT.

    • Andhra says:

good post , Kiran. What I dont get is how will these "jai shri ram" guys preach about Hindu unity in future when they are encouraging TG Hindus to take on Andhra hindus in the almost war like manner in the present

      • Kiran says:

It was never about Hindu unity but just being anti-muslim. Now they transferred it to anti-seemandhra..thats all.

I know you are hopeless still, I request you not behave like a gurivinda ginja.
Your great KCR once demanded abolition of Zonal system. Now he is running entire movement by raising the opposite.
Do have guts to deny Mr. Shani allegations that Naxals are behind the movement?
I am sure you dont have. Instead you continue drift.
Man/lady, you are falling further from joker status.

  7. Sudheer says:

Mr. Chakravarthi (and his supporters) are not interested in Gill's conviction in sexual harassment case, his IHF corruption scandals or his human rights recod. They are not interested in Nayyar's opposition to linguistic states or his reasoning that alienation leads to seperatism. They are not interested in Prabhakar's party hopping and past support to Telangana. They are not interested in Kavuri's Jai Andhra days. They are interested in only one subject i.e. the fact that these gentlemen oppose Telangana today.

    • Andhra says:

TG separtists are in cahoots with naxals who have sworn to destroy this country . If this country has any sense of self preservation it should crush the TG separatists forever and thus make sure that TG does not become a naxal safe haven.

  8. Krishna A says:

Sudheer,  Gill is an expert in handling terrorism and this article is essentially about that. If he talks about how to respect women, then certainly one could question his integrity.
Despite being opposing linguistic states why do you think Nayyar prefer's united andhra? Your statement actaually gives more credence to the unity cause.
Prabhakar's party is different from Prabhakar. He left it long back. However I agree with you every party in AP played hide and seek on Telangana issue and PRP is no different. But who are supporting any party here?
Kavuri,Undavalli were active Jai Andhra leaders but now fighting for united Telangana. When the 1972 movement was ended..that is end of the chapeter for seperatism.  They agreed to live together  and sticked to the same principle. You found fault in that too?
In fact it is Telangana leaders, whose behavior is oppertunistic. They stayed calm in 1972. They stayed calm next 30 years. Almost calm for another 7 years. It picked real traction  only in 2009.

  9. Andhra says:

The OSD in AP bhavan Mr Chandar rao has much more courage than JP . JP did not have the courage to even register a police complaint after assault on him . But this guy had the courage to lodge police complaint.
Harish rao once again proved that TRS is nothing but a collection of some street rowdies.

    • Ravi Prakash says:

Not guts but backing from TV9 & his daughter. See the story at http://www.greatandhra.com/viewnews.php?id=30750&cat=15&scat=16
The way Telangana Rashtra Samithi legislator T Harish Rao assaulted Chander Rao, officer on special duty at Andhra Pradesh Bhavan in New Delhi on Thursday was no doubt a serious offence and should warrant condemnation from all sides.
The issue subsided with Harish Rao tendering apology to the official with whom he had 10 minute meeting half an hour after the incident.
Harish had also apologized to Chander Rao in front of the national media as well. Even Chander Rao admitted before NDTV and CNN-IBN that Harish Rao said sorry to him.
But the real drama began after the Telangana leaders left the AP Bhavan premises.
Vandana, a TV9 reporter with its New Delhi bureau entered the scene and began creating hungama. And she happens to be the daughter of Chander Rao and hence, she took the lead in launching a campaign against the Telangana leaders.
She, along with other electronic media reporters, asked all the AP Bhavan employees to come out in protest and stage a sit-in on the steps of the building, raising slogans against the TRS legislator.
Since Vandana is the victim’s daughter, the employees obliged to her and she dictated as to who should where and what to say in front of cameras.
It was Vandana, who asked her mother to come there and show her chappal before the cameras, saying she would beat Harish Rao with chappals.
And she ensured that all the channels carried the story prominently, so that the slapping incident and the AP Bhavan staff protest dominated the national news, overshadowing the suicide of Yadi Reddy and Telangana leaders’ protest before AP Bhavan!

Another gentleman, Mr.KTR, in a spirit of good sportsman supported the sports qualities Mr. Harish Rao ( close Relative ) with a  great  prejudice.

  14. Kiran says:

But one thing I really admire is the consistency with which Muslims opposed seperate T from 1969 . While it may change in future their moral consistency was remarkable considering that even seemandhra politicians kept quiet to allow their telangana polticians to milk it for their benefit and the party benefit.
I think a casteless religion like Islam encourages a more moral thinking than dora – banchan infested hinduism. There is a similiar opposition to telangana from christians.
Another reason is as minorities who are well educated and articulate (Muslims are far better on socio-economic statistics than dalits and even "upper" caste hindus in some respects like female infanticide) they are far more sensitive to long term damages a fascist movement like Telangana does.

  15. Kiran says:

THe single most important thing that can be easily done to cool off the movement is – a central government apology on their De c 09 statement. That statement is the chief cause of the present passion in the movement. The CG later said in many sneaky ways that it regrets it but that is not enough. Why will it not apologise ? becuase its ego and reputation ? when people are fighting on street can the central government really cling to fedual things like ego and reputation ?
    Regards,

  16. Prabhakara Rao says:

  17. Udyama Telangana says:

Plea against formation of Telangana rejected
The Supreme Court on Friday dismissed as premature a public interest litigation petition seeking to declare as unconstitutional the demand for Telangana State.
A Bench of Chief Justice S.H. Kapadia and Justices K.S. Radhakrishnan and Swatanter Kumar dismissed — at the admission stage itself — the petition filed by S. Rama Chandra Rao of Hyderabad, who also sought an interim stay on any action on the Justice Srikrishna Committee report.
When the petitioner submitted that a civil war-like situation prevailed in the State, Justice Kapadia said that since the petition was premature, it was being dismissed, and not on merits.
    Creating confusion
The petitioner alleged that Union Home Minister P. Chidambaram's December 9, 2009 statement on initiating a process to create Telangana State had the adverse effect of shifting of the agitation from the Telangana region to coastal Andhra and Rayalaseema, creating confusion among people. On December 23, 2009, Mr. Chidambaram modified the statement because of the agitation. In February 2010, the Centre appointed the Srikrishna Committee to gather information from all sections of people of the State on Telangana State formation.
The inordinate delay in acting on the report, the petitioner argued, created a civil war-like situation in the State.
Mr. Rao wanted the court to direct the Centre to control the revolt among people well in advance and protect the country's sovereignty and integrity; declare the demand for Telangana unconstitutional; stay the Srikrishna Committee report; and direct the Andhra Pradesh government to control the situation impartially and act against the leaders of Telangana.

    • Prabhakara Rao says:

      UT,
it may worth you read this fully. In case you missed here it is for your benefit
When the petitioner submitted that a civil war-like situation prevailed in the State, Justice Kapadia said that since the petition was premature, it was being dismissed, and not on merits.

Nayyar's thrust is that every division he has seen has ended in tragedy and that the affected parties (e.g. Harianvis) regretted it later. He specifically refers to the partition of Punjab on linguistic grounds. He says he understands the problems faced by Telangana but division is not a solution to these problems. He states the demand came up as people were feeling alienated and proposes measures (like GTA) to resolve the sense of alienation. I can not find any line from the archive where Nayyar supports linguistic states or exempts the division of Madras from the tragedies.
Baru's thrust is on linguistic states and the loss of clout at the federal level ('will become like North Eastern states). He agrees Telangana is backward but argues division will increase the backwardnes.
Gill's thrust (repeated by Sahni, his collague above) is that small states are unviable and leads to increase in Naxalite or insurgent activities. Gill refers to Punjab's division on linguistic grounds and Assam's division on cultural grounds.
Prabhakar disagrees with Baru and claims that Telangana is well developed. He claims that the demand is not supported by the people but orchestrated by vested interests.
Kavuri is OK with even 5oo states if the division is done on a scientific basis. He opposes the Telangana demand on the grounds that it is not scientific and raised by selfish elements. He does not indicate a preference for linguistic states or opposition to small states.
These gentlemen disagree on all facets of the problem except two points: a. there is a problem today b. division.is not a solution. As far as I can see, the workshop did not specifically address solutions (except Nayyar who proposed one).
Regarding some specifics raised by you:
Yes, Prabhakar is different from his past three parties. However, you can not wish away the fact he jumped to the BJP from Congress just after their "one vote, two states" resolution and contested an election under that manisfesto. He was considered a member of the PRP think-tank (with Katti & Mithra) that drafted policy matters (including social justice & "samajika Telangana"). His acrimonius exit from PRP was orchestrated with his calling them names ("visha vruksham", "company", "selling seats" etc.) and his reciting a list of candidates & castes to negate the social justice plank. He did not oppose the Telangana plank at any time during or after his tenure at these parties.
I asked him on his blog why he was silent when BJP & PRP promised Telangana. I doubt if he will answer me. Perhaps Mr. Chakravarthy can ask him in private.
Regarding KS Rao, I was referring to his recent (2007) Jai Andhra stance. I am not sure if he participated in the earlier movement. As far as I know, his political entry was only after his late father-in-law retired from politics in the 80's.

  21. AMRAO says:

I think the mayhem has started. Boundaries are being pushed to know the limits. First, Harish Rao tested the waters by using his muscle power in the heart of New Delhi. Since the reaction is mute, it is clear the boundaries can be extended. Then, a group of TRS goondas went to a farm house owned by people from Coastal districts and damaged it. A group of students from Coastal areas and Rayala Seema came to a college to apply for PG admissions and they were driven out by tearing their application forms.

It is a shame that the leaders are encouraging the youth to die. The other day I read a news item that quoted Kodandaram as saying Prof Jayashankar has gone to heaven and was welcomed by the other people who committed suicide for Telangana. I have no probelm with Prof Jayashankar going to heaven. In our Hindu culture, committing suicide is a sin. No one who commits a suicide goes to heaven.  Whatever could be the reason. A person who commits a suicide can not be a martyr. He or she is a coward. A person who lives and strives for a cause and dies is a martyr. I have no hesitation in calling Prof Jayashanker as a martyr of Telangana movement however skewed it is.
Only Jihadists started bringing the concept of going to heaven by suicide bombings.

It is shame that the intellectuals like Chukka Ramaiah have fallen in this trap. The kind of hatred being generated and propagated may bring the separation but I am sure the wounds will remain.

  22. YSR says:

Whenever the T leaders are struck in going ahead for their wrong cause, they are emotionally charging the youth and students towards suicides by referring and glorifying the past suicidal departures. KK referring that he himself is ashamed of facing the people and that he wanted to die. In press conferences, Damodar Reddy, Karne Prabhakar and other TRS leaders referring the past suicides and asking "How many more students need to commit suicide". With that statement, their plan seems to provoke all those weak minded people with suicidal tendencies and pile a large number of corpses and ask for a separate state. Harish Rao by pouring kerosene on himself initiated and set the grounds for a large cascading suicides.
At the end of the suicide spree last year, all the T leaders asked the youth to stop committing suicides, suggesting dying is not the right way to fight for the cause but live and fight. The T leaders also added that if dying has to start all over again, it is going to be the turn of T leaders not the students or youth.
Just for a change, the T leaders should keep their last year's promise and save the youth.

Unless the wish for unity comes from Telangana, AP can't stay united. Since 1956, separatists tried in many ways and finally after 55 years, looks like separatists have gained upper hand. They have got an opportunity with leadership crisis after YSR's death.
Merger should not have happened. Division is disheartening particularly after merger. Nobody would have bothered much if merger didn't happen in first place.

Todays newspapers carried report on what T congress leaders said about seemandhra investment in hyderabad. Its next to nothing according to them. I agree that compared to the capital that has flown in to hyderabad from national and international arena's investment from seemandhra is less BUT my point is   this investment was guided and facilitated by AP government which they claim is seemandhra government. Also as portion of investable capital in the hands of seemandhra people the investment is very high in my opinion.
They also parroted the claim that Hyd was 5th in 1956 and remains the same now. But that is a very disengenous claim. Hyd was 5th then when telangana was a dump. Nizam simply squeezed money out of telangana*( and seemandhra before) and invested in Hyd. There was nothing in rest of telangana. But now hyd grew with telangana after 1956 that is a tremendous achevement considereing that telangana was the most backward region then in India.
Finally what about the moral point here ? If seemandhra investments are low why this hullabaloo of "domination" ? Also objection to telangana is strongest on the grounds of principles . What is the criteria for telangana ? Should one reward a movement based on complete lies with a huge geography ?

Lets forget investments , lets talk about taxes only. Seema ,coastal people have right on assets of Hyd ,just by the virtue of taxes paid by them , both post independence & pre independence.
Hyd is not a natural wealth like mines or petroleum . It is man made wealth. The infrastructure in Hyd was created with taxes of coastal ,seema people. Instead of building one flyover in Hyd , 20 schools or 10 hosptials  could have been built in rest of AP. All villages in coastal ,seema were having power cuts of upto 10 hours when there was almost no power cuts in Hyd . All these are the sacrifices made by coastal, seema people.
Coastal, seema  will have to be compensated well ,in case the prime asset built by their  taxes is taken away from them

A funny news Item a PPT by Ponnala: The minister contradicts himself with the numbers he gives. The title of the article is very different from the numbers it speaks.

    http://www.eenadu.net/panelhtml.asp?qrystr=htm/panel10.htm

    1. Between 2004-2011 ,Minister himself acepts that Telangana irrigation was given HIGHEST 1.10Lac crores rupees, Coastal Andhra 51,261 thousand crores and Seema-24,491crores.

Also Out of this the amount spent till now to deveolp irrigation in T dists is 1.75 times of money spent in coastal dists and same in seema dists. Becase the allotment for T is highest, even after spending 25,185 thousand crores the percentage with its allotment is less. He should feel happy. whats the problem with this?

    2. Minister himself accepts that the number of acres brought under canal irrigation in telangana is 7,98,185 acres. Coastal-8,90,769 and, seema almost half of Telenagana 491,617 acres. whats the problem in this?

3.In Surplus water in krishna also T got major share. This gentleman speaks about "Riparian rights" distribution system in allocating water. Doesnt he know that distribution was base upon "Prio-appropriation". Same Lie catchment area he speaks with congress party  high command. (At the end of the article he accepts the truth though).

    4. Getleman blames AP govt lawyers about RDS and KC canal.

    5. Getlemand speaks about 'IF" T was formed before batchawat award kind of hypothetical arguments. If the Indian state were not as they are definitely there would have been several changes in river water distribution in India. But thats a hypothetical situation. This is what we now have  and we are living.

The title of the argument is  very different from the numbers it speaks. Mediocre media doesnt  read the article and cannot understand the cunningness of the minister.

      1. Programs like this should better be hosted by people who are unbiased on the T issue, not by a staunch T protagonist like Ghanta Chakrapani, a so called intellectual.
      2. Katti Padma Rao is a reknown dalit leader, whose top priority is upbringing the dalits especially from the coastal andhra region, and he believes a separate Andhra might support that cause. Although this deviates from the main stream movement of United AP, nobody have objected, obstructed or attacked him in representing his opinion like in Telangana.
      An Example:
      3. Jayaprakash Narayan of Lok Satta Party has expressed an opinion of his own on several meetings and TV shows like this.

T protagonists clearly know they have lost their logical reasoning  for a separate T. Before SKC report, there used to be so many reasons for a separate T and now all those are gone for wind, there is only one left now, that is 9th Dec 2009. This is like the T guys asking: "you ALMOST believed our bluff on that day, hence give us a separate T".

Dr J.Geeta Reddy visits A.P.State Archives and Research Institute
Hyderabad|India|July'2009: The golden treasure of knowledge is hidden from the public of the city itself and there is a need to create awareness on regular basis to make the institute more useful for the people . Even Chief Minister would be pleased to visit such an illuminating place on any appropriate occasion. This was said by Dr J.Geeta Reddy ,Minister for I&PR ,Tourism and Archives after a review meeting with the officials during her visit to Andhra Pradesh State Archives and Research Institute ,Tarnaka on 15th July.

She said she is ready to help the Institute to lift it up as Chief Minister had also stressed on development. She gave assurance that if central grant was roped in state Govt would fund 25% of the total grant for the development of the Institute.

She suggested to invite the school children by enlightening the school managements about the importance of the institute apart from holding seminars on regular basis .

She also assured to help in filling up the vacancies when she came to know that half of the posts of the Institute are lying vacant

Later she visited all the sections including important repository of the Institute where she became ecstatic after having a glance of the original hand written letter of Sri Mahatma Gandhi . She was amazed by seeing original farmans ,sanads and other rare documents dating back to 400 years.

Earlier Dr.Zareena Parveen, Director, A.P.State Archives and Research Institute gave power point presentation with an over view of the Institute. She informed to the minister that the Institute preserves around 5 crores (50 million) documents of various eras and it is one of the ten largest archives in the World.

COngratulations to None due to that stupid demand. With the exclusion of 14f people from from almost 20 districts including backward northern telangana districts will lose government employment oppurtunities in Hyderabad. The fact that there was no serious protest from coastal districts show the allegation of jobs going only to coastal areas is hyped.
THe decision favours people from hyderabad and adjoining districts where there is practically no unemployment and plenty of "settlers" and muslims who were never keen on this movement. Thats what happens when a movement is driven on the basis of spite and hate and not on justice.

    regards,
