Here is my conversation with TV9's Pratyusha. This discussion has occurred after the Pustaka Parichayam program that was broadcast on TV9 this weekend.

If 50% of what is written here is true. Then all your arguments be united go waste. Please remember this person is not propogating a seperate state, He just highlighting the discrimination in irrigation. I request you to respond to his arguments.

Thank you for your note. I will write a more detailed note on irrigation, but here are my quick thoughts.
I went through the article. Could you site a few instances, from this article, where the Nizam region suffered due to Kosta exploitation?
Government neglect has occurred across all the regions and it is not a phenomenon unique to Nizam Telangana. Since the state formation, despite sriramsagar and nagarjunasagar project, we were only able to bring a little over 3 lakh hectares of additional land under canal irrigation (1.5 lakh hectares of this area is in the Nizam region). Compare that with over 11 lakh hectares of additional land that came under tubewell irrigation since the state formation.
There are a couple of points I disagree with the author of the article you sent:
1) River water allocations were primarily made based on the "protection of existing uses" principle and not on catchment area. Despite this well-known fact, Nizam region intellectuals continue to push their separatist agenda by propagandizing the catchment area. Karnataka and Maharashtra have a larger catchment area than Andhra Pradesh and yet got less allocation than A.P., ever wondered why?
2) It is untrue that the government did not effectively represent Nizam Telangana region's interests to Bachawat. All the communication is recorded in the Bachawat tribunal ruling. You can get a copy in any major library. This is yet another classic case of our intellectuals trying to divide people with unsubstantiated allegations.

Here are 3 clear cases of discrimination against telangana from sri prabhakar's analysis.
1. When there was an agreement between Andhra and Hyderabad state to built Nagarjun Sagar as joing project with (right canal giving 132 TMC to Andhra and Left Canal giving 132 TMC water to telangana) After formation of AP the designs and plans of the project were changed reducing the allocation of left canal and increasing allocation to right canal, based on this the krishna tribunal allocated water. Hence telangana got 89 tmc of water than agreed 132 tmc. I find this clear discrimination on part of the Govt. 43 TMC is a lot of water.
2. Utilization of surplus krishna waters
here were a number of meetings on this issue and it was agreed by various parties representing Andhra and Telangana that the surplus waters should be used equally for the projects of both regions. To start with it was agreed to take up the following two projects from each region:
Andhra Area
Telugu Ganga project for utilising 29 tmc
Srisailam right bank canal for utilising 10 tmc
Telangana Area
. Srisailam left bank canal for utilising 30 tm
Bheema lift irrigation scheme for utilising 20 tmc
But in practice the above two projects of Andhra area were taken up and are in progress from the last 13 years and an amount of over Rs 1200 crores have been spent till now. They are commissioned whereas neither of the two Telangana projects has seen any progress. As an eyewash the Srisailam left bank canal project was put on ground by executing canal part of the work, without even attempting final identification of source of supply. A controversy was created whether to get the water to Srisailam by tunnel or to lift water from Nagarjuna Sagar reservoir. There is no decision on this from the last 13 years, and since 2000 A.D. is just three years away, there is no possibility of this project being taken up and completed. The Bheema lift irrigation scheme is still in cold storage."
The above clearly shows that the Govt was manipulating the people. Isn't this discrimination
3. Actual utilization of water on existing projects in Godvari river.
Sri Prabhakar argues that actual utilization is less for projects on godavari in telangana due to lack proper funding to maintain the projects. Another clear case of discrimination. when the govt can spends huge money every year on maintain nagarjunsagar, why cant it spend on these projects.
4. You always seem to argue on existing utilization and not catchment area. Although this is true, this reason cant be applied to future projects. On what grounds is polavaram project given high priority and not ichampally.?
I hope you respond to the above three points. I feel, if anyone of the points is right, then the case for telangana is clear and in no doubt. what do you have to say?

I wanted to respond to your comment in detail, but am unable to due to lack of time as I need to do more research on funding allocation to projects.
I have already stated clearly that I am against Polavaram.
Yes, some Nizam region projects might not have received enough funds. However, if you aggregate all money spent on all irrigation projects, based on my quick analysis, I did not find any blatant under-spending. Again, I will try to clarify it in my upcoming note.

There appears to be a genuine case for Inchampally. However, I need to understand the extent of benefits. In principle I am opposed to any major irrigation projects as I truly believe in tank irrigation.
I am not the one that argued based on existing utilization for river water allocation. I was merely repeating Bachawat's position that was arrivied at after spending several years of studying this dispute.
My main argument is to look at the net canal irrigation area that has been added to each region since the state formation. You will notice that none of the regions have seen any exceptional growth in canal irrigation. The chief beneficiaries have been the contractors, politicians, and the bureaucrats.
If you can bear with me, I will try my best to address some of the project specific concerns in my third upcoming blog.

1. Satya Garu never mentions anything against the point that Mr Prabhakar Garu has written in his article. The point is simple, when it was agreed before formation of AP that 132TMC water will be allocated to left canal, why has this been reduced to 89 TMC. Again this after signing an agreement. This is loss of 44TMC water which could have irrgated lakhs of acres of land. A clear case of Kosta discrimination.
2. Why did govt spend money to complete telugu ganga and srisailam right bank canal and neglected Bheema and Srisailam left bank canal. The answer here is simple: The Govt did not want new tribumal is year 2000 AD to allocate water to the telangana projects (Bheema and srisailam left bank canal would have lost on existing usgae principle) Again clear case of Govt discrimination.
Another point this also clear is the Govts have been assuaging (cheating) telangana people be constructing canals without identifying source of supply. These kind of things dont happen with andhra projects. Pulichintala, polavaram are still high on govt agenda.
I hope you write about all these things in your note on irrigation. Sincere request. Please dont have biased view while studying. I say this becuase, i have noticed many times, you miss out on major events against your point of view.

I am a statistics student. I can interpret your data in anyway and change it to the way I want. If you really care about your people stop doing all this. I am following most of your activities since few days and I can say one thing is that with your biased views you are trying to earn money. I am also working out side India but I have visited many villages in Telangana in last 4 months. I have seen the people's pulse. I lived in many villages in Nalgonda district since my childhood till 5 years ago. I am telling you, they really have 100% right to ask for separate state.
I have seen your TV9 interview in TV only. A blind person can tell that TV9 is trying to give +ve on the book and neglecting HCU professor. If all the Andhra people are really feeling the unity then why don’t they show a solution instead of we want to live together, we want to live together. Don’t you/they feel ashamed of what they are talking?
Read this once or twice with +/- opinion on Telangana.

If you want to contest the facts reported in the book, please do. Don't kill the messenger just because you don't like the message. You need to appreciate the amount of time and money spent by Chakravarthy garu. The token of money he receives from the book hardly compensates the cost of the publishing the book. I'm pretty sure he would have made more money concentrating on his job rather than spending so much time on this topic. I can attest to it from my own personal experience. If you cannot appreciate the hard work he has done, at least please refrain from taking cheap shots.

From ancient times nothing is given for free. Dont you know about Gurudakshina concept? There is clearly a pain staking effort by Mr Chakravarthy. After reading this masterpiece, nobody wants this to be given for free. Just because the price of the book is changed from Rs 0 to some number or vice versa, does not change the facts in the book.
The data presented in the book is a public data. I also read "Human development report 2007" which one can view online. If you know statistics, please read that also if you have confusion. You separatists have twistied the facts left and right where ever you want in your "Free PDF's published by TDF and other groups". Enough of this cheating. Lastly , you guys needs to open your eyes atleast now. Oterwise "Telangana will not pardon you".

Nothing is given for free and should not be given for free from ancient times. Just by changing the price of the book from some number to zero does not change the facts. Its clearly a painstaking effort by Mr chakravarthy. If you know statistics, try to read "human development report 2007" , also, published by govt of AP, and available online for viewing. We have seen what your free PDF's made by TDF and other groups have done for all this time. Enough of cheating people with your twisting and cherry picking skills. If you guy's do not open your eyes atleast now, "Telangana will not pardon you for ever".

Separatists changed their stand, as facts started coming out , obviously started by Mr Chakravarthy. It seems their argument is, they are minority in AP assembly. They need to understand that , they are minority in parliament also, as long as they want to stay in India. What a dangerous argument!

You have handled the interview well. Glad that your work is getting recognition in the mainstream. Now even the maintream t separatists have dropped the "backward" plank and latched on to "self respect" plant which ofcourse is insulting to others as this implies others have no self respect and will go if kicked and remain if welcomed.

I think you have raised a valid point. It is evident that because the tribunal follows "existing usage" principle in allocating water,
1. The telangana projects Bhima and srisailam rightbank projects have not been taken up. (because, the Govt does not want new tribunal to allocate water to these projects)
2. The Nagarjuna sagar story, is clear case of Kosta discrimination.
The people dont seem to understand the meaning of self respect
1. The self repect of telanagna people was hurt, when all political parties promised telangana and went back. On this basis people of telangana feel there self respect has been hurt. The andhrites never understand this. The sad part is they never seem to question their leaders.
Are there records on how much money was spent in various sectors (health, education, transport, irrigation etc) in each region since 1956? It might give a clue to the problem to assess whether there is a discrimination or not.
My understanding is that they are available from 1994 on. I don't have access to these records. But, I believe SKC has asked government for this data.
